Norms for Appointment of State Partner |

To ensure effective delivery of Industry Collaborative programmes and to provide learner support services, a State Partner, should be owned and managed by persons having experience in education or college level teaching. The norms for approval of SBSP’s State Partner will be as under:
- The State Information Centre should be hosted by the institutions established by the Government, a Trust or Society or Company.
- An institution affiliated to recognized Boards/ Universities, will be eligible for the establishment of a State Information Centre. Institutions running Study Centers of UGC recognised Universities, Polytechnics and ITIs will also be considered for running State Information Centres of CESTI.
- The State Information centre must have adequate infrastructure facilities as per the norms and standards of SBSP.
- The university and CESTI will publish Admission Notification on the most popular website(s) and issue Prospectus for different courses. However, the State Partner will be responsible to issue two advertisements per session (one in regional language and one in English newspaper) in the state at their own expenses for mobilizing student clientele for Information Centre. A draft admission notification or any other publicity material in which name of the University is included will be got approved from the CESTI at least one month in advance. It will be ensured by the State Partner that such advertisements do not give an impression of commercialisation of higher education.
- The CESTI will provide Prospectus, Admission Form, Examination Form and other material to the State Partner for onward dispatch to the Industry , Information Centres, Organizations and students. It will be the responsibility of State Partner to promptly deliver the material to Industry , Information Centres, Organizations and students.
- The State Partner will be liable to provide its services to the Industry , Information Centres, Organizations and students for the whole duration of the course. No course will be discontinued in the midway by the State Partner. In case of the discontinuation of State Partner in the Mid Session or during the currency of a programme, the advance information centre allotment fee mentioned will be forfeited and the State Partner will be liable for any other liability on this account. The University and CESTI will also be free to impose a suitable fine on the State Partner.
- For the conduct of examination, the University and CESTI will supply question papers, answer books and other instructions to the State Partner. The University and CESTI will be responsible for the conduct of examination, evaluation of answer books and declaration of the results. The State Partner shall provide, free of charge, space for conduct of examination (online and offline) including practical examination. It will be the responsibility of the State Partner to conduct periodic inspection of information Centre (s) and industry / organizations as prescribed by the University and CESTI for each programme, at no extra charges.
- The University will register the students after receiving the application forms along with the requisite certificates and fees from the State Partner through CESTI and a consolidated list of admitted candidates will be sent back by CESTI to the State Partner for their training, counselling and examination etc. Registration numbers will be allotted by the University to admitted students. The University will have a right to refuse admission to any student without assigning any reason.
- In case of unsatisfactory performance of the State Partner, the University reserves the right to cancel the appointment of State Partner on the basis of recommendations of CESTI and withdraw the State Information centre from after giving one month's Notice. The University shall deduct the Incentive of the fees payable to the State Partner for the full academic year proportionately, if the University cancels the Sate Coordinator in the mid session.
- The prospective individual will apply to the university through CESTI along with the application form, which can be downloaded from University Website. The university may invite the State Partners to Shillong or CESTI Head office for discussion. The university and CESTI may also conduct inspection of proposed State Information Centre.
- The individuals, who have adequate feed back, based on surveys of educational needs of people in the state about the number of students likely to be enrolled, are encouraged to apply.
- The individual shall have to execute an agreement with the CESTI in relation to the aforesaid terms and conditions.
- In case of any dispute between the parties, the matter will be referred to Arbitration of Chancellor whose decision shall be final in the matter.
